Powers: 6 levels of powers (mega atts count as level 2 powers)
-one enhancement per dot in a mega-att
-powers that boost attributes cannot boost more than one past the cap
-powers that have techniques, etc get 1 per dot
Willpower 3
15 freebies, 3 nova points
Body mods count as 2-for-1 with nova points.

As an addendum:
6 lvls worth of powers, mega-attributes count as lvl 2 powers.
3 Nova Points to spend on whatever we want
Cap of 1 dot on all powers/mega-attributes, and quantum at the start of the game
attribute boosters (shapeshift, body trans, etc.) can exceed cap by one when active
